Does X5 11 Pro produce responsive design?

Before I consider the upgrade from V10 Pro to V11 Pro I would like to have a clear answer if the version 11 allows me to produce websites with responsive design.
In the introductory video there is a section talking about the importance of mobile websites, but NO clear word about how this is achieved in X5 11 Pro.
I would really appreciate less marketing talk and more detailed description of the new features.
