You can use the PDF widget in step 3 in the optional objects to embed the pdf files in the pages. In this way these are shown directly in the page. Take in consideration to show them these are always downloaded in the browser cache to show them and if someone wants these can be saved.

At the moment there is no way to not allow to download them since to see them these needs to be loaded on the computer.
