My apologies in advance if I have not understood your question correctly.

It will no longer be possible for you to activate fresh installations of WebSite X5 version 9 because your version 9 licence is now voided, having been used to upgrade to a later version at reduced cost.

However, your copy of Evolution 11 will happily import any existing v9 projects which you wish to still work with.  The projects must be in .IWZIP format before they can be imported into v11.

It is not possible to import existing website code directly from the web (i.e. your web host/web server)  -  you need a WebSite X5 project file.

I have the file exported with "Export the website to disk". Can I not import this to Website X5 v. 11. This has been possible before.

No, you need to use the option 'Export the Project' instead.

Exporting to disk allows you to inspect the HTML code which WebSite X5 produces and make manual changes to it, before (optionally) uploading to your server via a third-party FTP client.  WebSite X5 cannot import raw .html files.

Exporting the entire project, on the other hand, consolidates all of your WebSite X5 project data into a single file in a format which WebSite X5 can understand and read, allowing importing into later versions if desired.

Does that mean that I cannot import it into v. 11?

Version 9 projects can be imported into v11 but only by using the correct method, which is exporting out of version 9 using the 'Export the Project' option in Step 5, then importing into version 11 using the 'Import' button in the Project Selection screen:
