Changing background colour of menu buttons

In Evolution 14, I am trying to change the background colour of the PAGE MENU buttons.
When I click on Background Colour in Style, the colour does not change.
Am I in the right area to do a colour change?

Sorry, I attached the wrong file before. This is the file I meant to attach.
Alan, this appears to be an imported project, as such the original background has been converted to an image.
In your example, you can see there is an oddly named file in the background image box (bottom right). Simply right click and select remove.
