Karl, this may have been a temporary issue, I just selected online store 14 and it downloaded and installed without issue (I started WX5, selected new project and then selected the template).

If you are continuing to have difficulties you could first temporarily disable/uninstall any 3rd party firewall, malware, antivirus or backup solution and if one drive is managing files, you may also wish to temporarily disable this.
