How to insert an existing video in the Web other than YouTube
and how can i make my web multilang arabic & english

Hello Enas
You produce a mpg4 video. Use codec H264.
You then use the object Video and Sound
And then the video will be shown on your site, when project is uploaded.
Multilang :
You make the site in the 1. preferred language.
Then you make a subfolder with the same project but nade in the other language.
You could then have flags in the header with links that direscts to the other project.
There should not be links on the flag that is the current language.
