Why did you not indicate that a higher level of PHP was required before the installation of 2019.2?
I run a major software company and we would never release a new version which requires changes to structural elements like third-party libraries without advising all affected clients by email first.
You do not just pop up something saying 2019.xx is available now - with no warnings.

There has been no change in PHP requirements between version 2019.1 and 2019.2
A PHP compatibility check has been incorporated into 2019.2, which runs just prior to exporting files to the server in Step 5. This serves to alert users who are running outdated versions of PHP. This is a positive improvement to WebSite X5.
