Cannot download video MP4

I am trying to add videos to my Website X5 Evolution 14 in mp4 format, but it will not let me do this. Can anyone explain to me how I do this. It comes up with "This video can't be played in this browser. Try using a different browser". What does this mean.
Would appreciate any help you can give me.

Use encoding for mp4 H.264 video and AAC audio.
test online, preview might be unavailable.
(It > En) ... for v.EVO, Preview Chromium is not suitable for multimedia (*) ...
... apart from what has been said, for maximum compatibility, fluidity, and bandwidth, it is far better to use videos poured on YouTube ...
(*) ... you can start the Preview, and also start your browser, and paste in the address bar of this, this URL:
http://127.0.0.1:8080/ (and click enter)
... or you can export to DISCO and perform local tests with your browsers ...
