Please can you help me?
I need to create a page that lists multiple PDF files. Each file is a Government license that has been issued to the company and customers must have access to these licenses.
Is there a way for me to make a page of this user upgradeable using a control panel? Or every time I will have to change the page on the website through Website X5?

You could upload your file/s to the root or a folder in your hosting and link to it in WX5.
As long as the name remains identical the link will open the file whoever updates it.
Anyone can update / replace the file thru either WX5 FTP or a simple FTP client like FileZilla (if you provide FTP login details)
