Can I make templates in photoshop and then use them with website x5 9?

Of course you can. Just create a template under PS and the slice it into header, footer and content's graphics. Save all the slices as Jpeg images.
You must use a custom template in WSX5. You'll see that the software allows you to select a background image for each part of the template. Just select the slice you want for each section, set the section size and you're done.
What a size jpg image backround need it??

The size of the image must be the same of the part of template you want it to be the background. You can check its size at step 1, in template customization.
Write somewhere the size of background in the step 1 ??

The size is up to you. Just go to step 1, click on "Custom template" and then select each part of the template by clicking on it on the window's right-side.
For the header you can set both width and height. For the footer, you can only set the width because the size is automatically calculated basing on its content.
If you need a background image for the body, I suggest you to use a tile and then select "Repeat horizontally" or "Repeat Vertically" in the background settings because the body size changes basing on the page content.
