I would like to create a website the provides the same functionality. Such as sending emails, creating reports, editing the database etc.
Would Website X% do this?

X5 is software to build websites - it is not a database program.
Most database programs is not suitable for building websites.
But you could combine it. Use X5 for building the pages for your site and then use a database tool to do the database things.
However X5 has an object to show data from a table - a dataviewer
As a database tool I could recommend the AppGini
