In my case, the objects cannot be centered horizontally or vertically... I thought it was my mistake in some project, but now I see that I can't center it in any project... I think it's one of a series of bugs you have in this application...

If the function is not available, then you can help yourself in other ways, e.g. you can center the object by eye, which is sufficient, because no visitor should be able to measure it with pixel accuracy.
And if a visitor measures it and complains, then the content is not good.

... place the image in a Text Object and stretch the Text Object to the full width of the Footer...

Hi, you have to select at least two objects to enable this function. It is used for aligning objects among each other, not for center on a header or footer.
