Every time I upload a new version of website, the visitor has to refresh to see the changes. What can I do to avoid this, please?

A possible solution that should be used with caution is the "refresh" meta command, in which not only the domain (https://domain.com) but the complete url (https://domain.com/index.html) could be specified. It is described in this Wikipedia article. But note the restrictions in the usability chapter.
