Unable to install V9  en

One of my clients is trying to install V9 but once she hits"run" to install the hourglass keeps running and it never gets installed.

I told her to shut down every anti virus and firewall, which she has done, but the problems stays.

Another client installed one yesterday without any problem. Any suggestions on what can cause this?
