How to create a hyperlink that allows visitor to download a file whenever visitor clicks on it.

This is largely dependent on each individual's browser settings. Browsers can be configured to open or download files from hyperlinks, according to each user's personal preference and/or security settings.
One useful method to invoke download is to compress the file in a ZIP or RAR format or similar.
