For the GDI+ error are you using Panda as antivirus?

It has been reported Panda Antivirus can cause this issue. Try also to update windows and the gprahpic card driver to see if this helps.

For the import issue try to start the program with right click as administrator or try to change folder where to import the files on your computer to see if then it works.
