surface 1 is not a real laptop, its more in a tablet category.

if your surface has ARM processor, then webx5 will not work on it, simply it’s too weak to handle a developers  program like webx5.

ARM base processors are in early stage for windows. Microsoft had to come up with different approach to make windows work with ARM base cpu's, so they re-design the windows for them which called windows RT base. 

ARM cpu's were only used for phones and smartphones, now they made improvement on them to have a speed like x86 processors, but still there is a way ahead of them to be used wildly on all devices, specially desktops.

the only reason Microsoft start making windows RT base is because ARM processors are much cheaper than x86 processors, well as you see, company like Microsoft can make more money off of cheap processor.
