When a second line of menu buttons is created, it covers the top of the page (if menu bar is under the header) or the top of the header (if menu bar is over the header). Can I solve this problem?

Yes, you need to change the margins of the template menu, if you have a standard template, make a copy so you can edit it.
Then change settings in the template on the margins for the menu.
