Scrolbar at the side of text and a menu at the top

Hi, I'd like to know how to make a website with Incromedia Evolution 11 that has at the top a menu dat doesn't move and text under that with a scollbar.
Take a look at this page http://www.chili-chile.nl/default_zuid.html of my web site, ouy'll see what I mean.
When I try to make some thing with Incromedia I get this http://www.chili-chile.nl/test/noord-chili.html
What I want to make in Incromedia looks like this http://www.chili-chile.nl/test/grond-kopen.html
But this is just a page HTML copy of my old site copyed into a page of the new page to be.
So how do I create a menu at the top that doesn't move when scrolling the text.
