First I created a page with three links, each to a different local file or internet file. (open in a new window).
The first link to a .pdf file, the second link to a .excel file, and the third link to a .word file.
All three files are in the same map on my pc.
The first link (pdf) opens, the second (excel) and third (word) link shows a blank page in a test run of the website.
The webste is under construction, and wasn't published yet.

Best set the website online so we can test as well.
In practice: Links are links no matter what file you set, they all do the same thing. The behavior of the link depends on the settings/programs of the pc, if you have a pdf and a pdf reader installed, the file is recognised by your pc and it opens the pdf reader and downloads the pdf file and opens it in the reader. This is the PC/ operating system that does the work! x5 only offers a file location (link).
If you don't have a pdf reader installed, the pc will not recognise the file and will give an option window in most cases (depends on O.S.)
So is the link correct? you can see that if you hoover it with your mouse, you usually see in your browser the actual link, or use right mouse butten to copy the link itself
If the link is correct then set the test project online in a test map/folder so we can see / test as well and place name the website page here in Answers.
Thanks !
