"If you set it to responsive you need to design the responsive templates in step1 responsive template structure"
Well maybe this is ok , but a cant find any step1 responsive template structure, on my pc. only on each page.
Are there any help

Are you looking at instructions for an earlier version perhaps??
Step 2, Customisation, Resolutions and Responsive Design (see image attached)
Then the fun begins designing headers and footers for each resolution :)
