In theory you can export your project from V9 and then import the iwzip directly in to V13 (you cannot simply open the old project). I did this for a couple of sites quite successfully, but on one or 2 it was easier to recreate the site.
Lots of technology has changed since V9 with the demise of flash and the move to html5 which will be a problem if you had many galleries I suspect.
If you mean offer then no (thes are only standard from v11 and upwards) but sometimes Incomedia makes offers by mail. goto you profile top right pulldown next to your name, goto change user profile, select 'Edit your Subscription ' in the newsletter section and apply for offers.
Then you will get offers by mail if they issue them sometimes there are also offers for v13 so you need to wait for an offer, but this way you get a mail and you know that an offer is available.
V9 is not responsive, they need a current version v13!

Version 13 was recently updated to 13.1.3.11, if you click on your profile there may be an entry under offers.
