I don't need to use the VAT option.  How do I turn it off so it is invisible in the cart list?

My product is a handmade piece of art.  I don't charge tax since it is included in the price.  I have no need for the VAT.  How can I make sure this option, whatever it is, isn't visible to customers.  (People in my area are stupid and would think this is something special and meaningful.)
