you must first install 16.2.1 and then update to 16.3.1

you can download 16.2.1 from your "download" section

as the other users mentioned, WebSite X5 16.4 is not available. 

As far as the Demo version issue is concerned, I noticed you installed version 16.3.1.1: with this version, you should not have this problem anymore. Can you confirm this?
