when i look at my website on a mobile phone there is 1 big picture at the top en the rest of the site is half of the screen. how can i make the picture at the top smaller or the rest of the sit as big as the picture.

Assuming the image is in your header it must be resized as appropriate for every resolution.
You may need to also reposition/resize other header content as well (you can also hide content from higher resolutions and add new smaller content specifically for mobile displays).
You can also go to step2 template, template structure if you wish to modify the depth for each resolution.
