You are right, developers need to update the program. I just checked WebSite X5 Optimizer x64 1.9.0 and WebSite X5 Professional 17.1.1 project. I got the same error.

Unfortunately, I must confirm that the Optimizer has still not been updated to be compatible to the latest WebSite X5 version, I am so sorry about this. I have noted down this post, so I can inform you when the update will be available.

We are talking now 17.1.2. Still no update. Is Optimizer still a serious partner (or part) of Incomedia......?
