How can I merge columns into rows at the top or bottom of the page?

I have a page with four columns in it. I would like to add a row at the top and one at the bottom that does not contain columns - just a straight row across the whole top and one across the bottom. I want to put banners across the whole top of the columns' content and a ticker at the bottom with the columns in between.
