By example to stop an activity or product delivery and display on ALL website pages the info
but if the message is HOVER ON the all page it's should be the best
or in background
but not on one object AND the entire page

...possibly the DIV_CUSTOM could be inserted above a specific cell, inhibiting the functions active only in that cell...

Watermark on full page should be better. even if objects in page are no more accessible
