I need to insert a picture (in the gallery) and create a hyperlink in one designated area (hotspot) of it. In one or maybe two diferent states. Is that possible?
Exemple: thare is a map and I need to create two hyperlink

What you want to achieve is an image map. You will have to use a separate software to create your own than put the HTML code inside a HTML & Widget, HTML block. You will have to upload your image to your web site too.
They are free and paid software to create an image map. For example: image-maps.com (online) or carlosag.net/Tools/XMap/ (windows)
