Our Product Library consists of 3 main- & 4 subgruoups, is this possible?? - Is it possible With the function of creation an "offer request" (price request) instead of creating an order? This is as Product prices of vendors are constantly changing...

you can have as many group and subgroups as you want.
as far as offer option, no, vendors can not change prices and they can not post anything into your website.
you can use dynamic content for them in to their pages so they can change content, however they can not access to shopping cart and change price over there.
