Link's color not working for "white"

The links color(active link) does not work for "white".
My pages are "Black" so the links have to be "white".
I goto advanced Settings/styles & Modes and change the :
active links to "white"...then nothing changes in the web page...the links stay "blue".

It cold be 2 things:
1.
The active link is the colour it has when you don't go over it with your mouse. (just view the page) The colour blue that pops up when you go over it with your mouse is the mouse over link option in step 4. styles and models.
2.
You need to use ctrl with preview or after upload ctrl-F5 when viewing your website to clear your cash other wise the info comes from your pc's memory and that hasn't changed....
