How can one make a parrallax effect website with either professional 12 or evolution... eg

The short answer is no. There are no objects or plugins that will do what you are after. But you can incorporate it with the use of custom code.
Silver has some nice templates that is said to work with WebSite X5. you can look at http://www.templatebysilver.com/index.html
