I have created a website I am happy with but continue to make some changes and would like to find someone proficient in this application who can work with me to improve and continue to change the website.

1.  I need to build in a survey or questionnaire

2.  If someone has sharper design skills than me I wouldn't mind improving the appearance.

Upshot:  I am trying to find the hybrid solution between retaining control over my website content, being able to frequently and easily change as I can do with Websitex5, and having a designer who uses WordPress or CSS or PHP who will charge alot and the website will no longer belong to me but it will probably look better. 

I am looking for someone I can work with not just one time but continuously over time.
