I am looking forward to purchasing license for the Website X5 Pro 12 version. Is the payment for this recurring, or is it one payment for lifetime?

The payment is a one-off, once only payment for a lifetime (perpetual) software licence.

Yes, that's right... as many websites as you wish... there is no limitation imposed.
It includes all minor updates and revisions to the same version free-of-charge... for example, from version 12.0.6.25 to version 12.0.7.xx
It does not include major upgrades to the next or subsequent versions (e.g. 13) as you probably expected anyway.

No, we just have to wait and see. Incomedia do not give advance notice of software release dates.

Step 1 - template style
select 'Header' in the 'Page section' dropdown
then change 'Width' to the required size.
