Menu on responsive version of site not visible

I am using x5 version 13.
The responsive site versions seem to work ok for the main text. I had to hide some items (logo and headings) in the header and footer to get it to show propely but I have not been able to get the menu items to show up in the 480px viewport. Only 720 and higher show menu items.

David, that is the correct behaviour. When the text menu is too long to display in one line, the toaster menu is displayed instead.

How do they navigate to other pages?
David, use the toaster menu (3 bars top right)
