I have purchased a new copy of Website X5 Evolution ver13, if I try to activate the free hosting and domain name, it reports "licence does not allow activation" Why, its a new licence?

Which link are you using? This is the correct one:

You need to log in using the same email address as that which you used to activate and register WebSite X5 Evolution 13.
