Please make sure that you are using your program as admin. 
In order to do this, right-click on the program icon, then select ''run as administrator'' from the menu. 

Now launch your program and let me know if you manage to use it correctly.

It's a long time installation bug in Website X5 (at least since v11, I don't remember I had it with V9),

Simply copy (under admin rights)

C:\Users\(THE_ADMIN_NAME)\AppData\Local\Incomedia\WebSite X5 v13 - Evolution\licence.iwl

to

C:\Users\(YOUR_USER_NAME)\AppData\Local\Incomedia\WebSite X5 v13 - Evolution\licence.iwl

Replace (THE_ADMIN_NAME) by the Administrator name in your Windows

Replace (YOUR_USER_NAME) by your username
