If I understand you correctly I must say No, if the drop down menu is set it will show on all pages.
But maybe a picture with a drawing with what you exactly try to achieve may help in finding another way achieving your goal.

yes you can using custom code, you would have to add the custom code on only the pages you don't want the sub menu to show.
