"Can I know how to create an image background of the header" - These settings can be found in the Row format.
For example, on my website from a paid video course about this program.
"and the white dressed person in the homepage like in the attached file?" - This is also solved in a similar way. Photo of a person on a transparent background + parallax.

The upper row in the TJ law practice and the upper row in the free template the Artisans Way is made with the same settings in row format I think.
If you are not familiar with the row format, then the Artisans Way is also available as a free template when creating a project.
You could then study how things are made regarding the row settings.
Luckily the parallax are now functioning acceptable in most browsers, so experiment with it.
