Flash player needs permission for video

Hi All,
I am trying to add video to my site that is on my local machine. Whenever I try to preview however I get a message telling me that Flash needs permission to play the video. Is this a browser thing or is this an X5 thing?
The video format is MP4 if that makes a difference.

Hello Andrew,
In version 13 Adobe Flash is used to render video in the built-in preview only. Once uploaded to the web your site visitors will not require Flash to view your video.
