When a customer enters their email address when ordering a product, is it possible to request that they re-enter their email address for confirmation.

Hello Derek,
The email address is used to open you account with a login process, before to continue with the cart. When you need to put your address infos into the form the email field is read only with the email used during the authentication.
So not necessary to confirm it, because your login has been done with it

In the situation relevant to the site that I am building, the purchaser does not need to register as the website is being built to sell just one item which is a book commemorating the Falklands War. So it is set up with purchase without registering. The query relates to the invoice address when completing the order. Is it possible to ask for email purchaser to enter email twice so that no errors are made when ordering.

Unfortunately, this is not possible right now if you proceed as indicated.
You will mandatorily have to modify the process to adapt to what Axel mentioned if you need to be sure that the user will insert the right email. There is currently no way to request an email confirmation alone during the order process right now
