How do I have page refresh everytime

I know I have seen this before but I can't find it. I want the page to refresh each time someone opens it. Where do I find this?

I am sure that will work too.... but, I swear I saw an actual "button" or "dropdown" that gave a person a choice how often to refresh. BUT if I am wrong, let me show how stupid I am and ask where to put the above html code.. should it go on every page or somewhere else?
