Frame around object

Anyone who know how to make a frame around an or in a object, as I see it your not able to put someting under or over an object. but I woud very much like to know how below picture i made.

Erik, it depends where you wish to put this object. In the header you can stack objects and select which one is on top.
If placing on a page you can add an image as background to the cell, or use row/formats to add an image (slide show or even movie) behind a row.
If you are still having difficulty perhaps you could provide screen shots of what and where you want it so we can advise.
