Jpg Image scaling - how to set to fixed?

I'm using the Image object in the Template area - I'm importing a jpg file. I'd like the image to remain at 100% as imported and not scale as I adjust the Image object size boundaries... Is that possible? Maybe I need to choose a different image format?

do you have done some tests with other jpg image to check if it is not an issue with the picture file ?
Other format. PNG ... etc ???
