Is there any posibility to design a newsletter within v9 and send it to the subscribers?

Google will tell you what is possible . . .
In other words: there is no built-in newsletter feature in V9. You'll have to research one on the net (there are some free newsletter applictations) and install it yourself in your website.
But, who knows, maybe there will be a widget for that in the future.
