Page Viewing Problem in Internet Explorer 9

I have developed a site using V.8 that works just fine when viewed in Firefox, but when I test it in Internet Explorer 9, rather than the entire page scrolling - just the main content panels move - separate from the background.  Really weird.  Any thoughts on how I can fix this would be appreciated, since I doubt the client will like that little problem.
