Try to uninstall the .NET Framework 4.0 and then use this tool: http://cid-27e6a35d1a492af7.skydrive.live.com/self.aspx/Blog_Tools/dotnetfx_cleanup_tool.zip
When the tool has finished reinstall the .NET Framework from following link:
http://www.microsoft.com/en-us/download/details.aspx?id=17718
Once done test the program and keep me updated.

In this case try to uninstall .NET Framework 2, 3.5 and 4 and then install them again by starting from Version 2:

Once installed try again and keep me updated.
