You cannot add images over the slideshow in the header since this is made in html5 and is automatically set to be always in front. The best option is to integrate the image you want directly in the images of the slideshow or add the image with custom html code so you can try to set it in front.

Unfortunately in this case it will require the use of custom code to add a link to an image over the slideshow.
