This is a Microsoft issue with .NET 4.0 Framework.

Please download and install the update found on the following page, making sure to select the correct version depending on whether you have a 32-bit (x86) or 64-bit (x64) operating system:

Once installed please run Windows update, and in particular install all further updates and patches for the Microsoft .NET frameworks.
