Out of Memoey/Storage Resources

When the app tries to run it aborts when loading Main Screen ... I get either an 'Out of Storage' or Out of Memory error' ... my setup:
ASUS X99 motherboard
32GB DDR4 3000 RAM
Intel i7 5820 CPU (six cores)
Windows 10 Pro x64
7 TB Disc Storage
GeForce GTX 970 w/4GB Video Card
ALL DRIVERS ARE UP TO DATE

Is this happening to every project also a new one or on to one specific?
Try to repair the .NET frameworks to see if this helps:
Go to Control Panel > Programs and Features > Turn Windows features on or off
Clear the check box for Microsoft .NET Framework 3.5.1 and then click on OK. Clear also the check box for Microsoft .NET Framework 4.6 and then click on OK.
After Windows disables the feature you will need to go back to re-enable Microsoft .NET Framework 3.5.1 and 4.6 and then click ok.
